Introduction and Background of the Complainant
I submit this complaint based on more than fifteen years of experience conducting government-watchdog and public-integrity research in Washington, D.C. Throughout my career, I have examined congressional financial disclosures, campaign-finance records, corporate filings, property records, nonprofit documents, and other public records relevant to the conduct of elected officials.
My prior work has included research supporting ethics complaints and public-integrity investigations involving Members of Congress, including Representatives Charles Rangel, Gregory Meeks, and Elise Stefanik. I have also contributed research to dozens of investigative news stories published by major national and regional news organizations, frequently providing the documentary record and factual foundation upon which those reports were developed.
I am also the co-author of Gold Bar Bob: The Downfall of the Most Corrupt U.S. Senator, a book examining the conduct, political relationships, and eventual prosecution of former United States Senator Robert Menendez. That work grew out of approximately fifteen years of research into matters involving Senator Menendez and helped inform public reporting concerning his activities.
I provide this background not as a substitute for the evidence presented in this complaint, but to explain my experience reviewing financial-disclosure records, identifying material omissions, and documenting potential violations of federal ethics requirements. The allegations below are based on public records and supporting documentation that, taken together, provide substantial reason to believe that Representative Ayanna Pressley failed to disclose reportable financial interests belonging to the Representative’s spouse.
The first black woman elected to represent the state of Massachusetts in Congress has a serious controversy on her hands. On July 18, 2026, Boston police found 18-year-old Yoseliani Marte dead from a gunshot wound inside a rental property in Mattapan. The property is owned by Conan Harris, the husband of Massachusetts Congresswoman Ayanna Pressley. Pressley and Harris do not live at the property.
The Boston Police Homicide Unit is investigating the death. No arrest or suspect has been publicly announced. The medical examiner determined that Marte died from a single gunshot wound, but the official manner of death remains under investigation.
Marte’s mother has said she believes her daughter was killed in an act of domestic violence. Boston police have not publicly confirmed that account.
Pressley expressed condolences to Marte’s family and said her attention was focused on the victim. Neither Pressley nor Harris has been accused of involvement in Marte’s death. The controversy is based on Harris’s ownership of the rental property where the young woman was found, not on any allegation by police that Pressley or her husband participated in the shooting.
It is important to stress nothing has been revealed that shows Pressley or her husband Conan Harris had anything to do with this tragedy. With that said it is important for the public to know as much information as possible about a Congressional officeholder to have a clear understanding of who their voice is in Washington DC and what kind of lifestyle they live that would connect them to such a shocking event. It is rare to hear a member of Congress having their name involved in a Saturday afternoon murder of a young woman.
According to public accounts Pressley came up through politics through the Kennedy family. She started as an intern after dropping out of college for Representative Joseph P. Kennedy working her way up the political ladder to eventually become his scheduler and constituency director. She moved on from Kennedy’s office to become political director and senior aide of John Kerry. She then became the first ever black woman to sit on the over 100-year-old Boston City Council. In 2018 she defeated incumbent Michael Capuano to become a member of Congress.
A deep dive into her financial disclosures show she doesn’t have many assets. According to her latest 2025 financial disclosure she has a home in Boston and a city of Boston pension. She doesn’t list owning things like a bank account, life insurance policy, or any kind of stock, bond, IRA or savings account. Meanwhile her husband is flush with assets. Conan Harris is a former convicted felon who was prosecuted on drug charges. Harris previously served 10 years in prison following a felony drug-trafficking conviction. Publicly available authoritative sources do not clearly identify the drug or the precise charge. According to her initial financial disclosure filing when entering Congress Harris had an IRS tax debt he was paying off through a payment plan. He had between $500,000-$1,000,000 in mortgage debt on the primary residence the two lived in that has an attached rental unit. This attached rental unit was not the rental the woman was murdered in. In 2020 she reported her husband took out a Covid PPP loan that was between $15,000-$50,000, even though he reported income of $246,102.25 that year.
The year 2021 was a significant year for the couple. According to Pressley’s 2021 financial disclosure form her husband purchased several new rental properties. The new properties added up to $2.5 million in new debt Harris had taken on. His rental income from the properties were up to $120,000 that year. Pressley financial disclosures also show Harris earning income from an LLC he uses for consulting work called Conan Harris & Associates. He earned over $300,000 in income in 2021 through this LLC.
The 25 Malta Street rental property, where the murder took place, is owned by Harris alone and is split into two units. He has up to $1,000,000 in mortgages on it and received up to $17,500 in rental income between the two the year he bought the property. The rental income for this property exploded in 2022 as Pressley reported her husband received between $50,000-$100,000 in rental income that year. The rental income has continued at this level according to Pressley’s latest financial disclosure form.
2024 was an interesting year for Pressley’s husband Harris. Her financial disclosure form shows her husband earned rental income from a property in Ft. Lauderdale, Fl. It also shows he sold that property the same year. The problem here is she never discloses when he purchased the property on previous financial disclosure forms. He earned between $50,000-$100,000 in rental income and capital gains income from this Florida property. Was this a property he owned for years, and it was never disclosed? Or did he flip the property the same year he bought it? If so, that would mean he purchased the property made rental income then sold it for a profit all in the same year. This was also the year Harris paid off his IRS debt of up to $15,000 he had since the year 2014.
A review of public documents reveals a different set of facts that what Representative Pressley has disclosed within her financial disclosures. The condo in Florida was purchased by an LLC controlled by her husband Conan Harris. Harris then purchased the condo from the LLC in 2024 then turned around and sold the condo to another LLC. The third and final LLC which received the condo may or may not be connected to Harris. The LLC filings were performed by a company in Miami that filed the paperwork in a way that hides who the true owners of the LLC are. It is possible Harris still owns the condo.
Based on the foregoing records, there is substantial reason to believe that Representative Ayanna Pressley violated House Rule XXVI, clause 2, by failing to provide the full and complete financial disclosure required by 5 U.S.C. § 13104(a)(3) and § 13104(e)(1)(E) in years 2023 and 2024. Specifically, Representative Pressley failed to disclose the Representative’s spouse’s ownership interest in JLH LLC a reportable privately held business entity and failed to disclose the spouse’s interest in a Ft. Lauderdale, Fl. condo which appears to have been held for investment, rental, business, or the production of income starting in 2023. It would appear Pressley knowingly and willfully failed to report required information which is separately addressed by 5 U.S.C. § 13106(a)
Ayana Pressley holds office in a district with the highest percentage of registered Democrat voters. Most of her reelection bids saw no opposition from the Republican party. In other words, she has a Congressional seat for life. It would be almost impossible to unseat her as the Democrat party would be loath to run a primary candidate against her. Most politicians who don’t worry about reelection tend to cross the ethical line during their careers. Pressley is a prime candidate for being a corrupt member of Congress.
While none of this means she had anything to do with the murder of a woman in her husband’s rental property no member of Congress should be above the law. Filing incomplete financial disclosures that fail to reveal significant property holdings as well as LLC’s owned by a spouse is a serious violation of law concerning Congressional ethics rules. A full investigation and review of all the allegations in this complaint should be performed to maintain the standards all members are required to adhere to. The public also deserves to know their Representatives are free of corrupt influences due to lack of disclosure and accountability.
